The congress was inaugurated by Shri Kshiti Goswami Hon'ble PWD Minister, Govt. of West Bengal, 
Chief Guest was Hon'ble Justice Mukul Gopal Mukherjee, Chairman, West Bengal Human Rights Commission .
Trade Exhibition was inaugurated by Mr. Javed Ahmed Khan, Mayor in Charge Health, CMC. 
Other important participants were:
Dr. Gautam Sen, President, HCI, Mumbai
Mr. Jahar Sarkar, Principal Secretary, Dept. of Commerce & Industries
Prof. S. Ali, Member, Public Service Commission, Bangla Desh. Director of Health Services, WB
                                              ....and many other VIPs were present. 

About 400 delegates attended the congress from India and abroad.   

OUTCOME:     A resolution was taken that a National Institute will be established in West Bengal and already papers have been submitted to the Govt of West Bengal.
