The congress was inaugurated by Shri Kshiti Goswami Hon'ble PWD Minister, Govt. of West Bengal, Chief Guest was Hon'ble Justice Mukul Gopal Mukherjee, Chairman, West Bengal Human Rights Commission.
Trade Exhibition was inaugurated by Mr. Javed Ahmed Khan, Mayor in Charge Health, CMC.

About 400 delegates attended the congress from India and abroad.

OUTCOME: A resolution was taken that a National Institute will be established in West Bengal and already papers have been submitted to the Govt of West Bengal.
